【 摘 要 】
Cambodia's growth over 1998-2008has been remarkable (almost 10 percent per annum for adecade). This paper applies a "growth diagnostic"approach to understand how this happened and how it can besustained. Past growth has been driven by the coincidence ofa set of historical and geographic factors (includingopportunistic policy responses), together with the use ofnatural assets (although in a non sustainable way) and theelaboration of productive sector-specific governancearrangements. Several of these factors are unfortunately notself-sustaining and the global economic crisis of 2008-09 isexposing these vulnerabilities. A growth diagnostic flags anumber of short-term priorities to ensure thecompetitiveness of existing industries, as well as moremedium-term priorities for the country to continueattracting foreign investment and start mobilizing moredomestic savings. A key economic policy objective is thediversification of the economy, which requires a reductionin unproductive risks and costs as well as creativesolutions to coordination failures.
