This review concludes that forTogo's urban and peri-urban areas to sustainably grow,issues of urban governance and development need to beapproached in a comprehensive manner, driven by well -guidedpolicies developed in partnership with the people to supportSub-National Government Authorities and Entities(SGAs) incarrying out their functions efficiently. To meet evolvingchallenges of urbanization and decentralization, theGovernment of Togo (GoT) must rationalize the roles ofvarious levels of government and agencies and limit theirnumbers to limit duplication, strengthen the capacities ofrelevant sector institutions and coordinate institutionalactions and investments. It is further recommended that GoTmust (i) clarify the roles and functions of national,prefectural, and local governments while ensuring thatcoordination functions between them work well; (ii) separateurban policy and regulatory functions from implementation ofurban projects by allocating implementation responsibilitiesto private operators or qualified state agencies underperformance-based arrangements; (iii) ensure properallocation of taxing responsibilities, develop and implementtransfer of financial resources from the central governmentto the local governments on a transparent basis supported bysimple and precise criteria; and (iv) strengthen the centralgovernment s role in policy, regulatory, coordination,oversight and supervision. Contractualization ofrelationships between different tiers of government andbenchmarking of performance must be prominent among theguiding principles that should govern the delivery ofresponsibilities of GoT, SGAs and their agencies. Finally,this necessary, first step stock-taking review of Togo surban and peri-urban sector has revealed knowledge &data gaps that need to be filled through further analysisand studies on (a) infrastructure services provision needsas well as capacity to implement, operate and maintain them,(b) improving the functioning of the urban land market andshelter-related issues, (c) strengthening municipalfinancing, (d) developing city and local economicdevelopment strategies (CDS & LED), and (e)socio-economic and technical approaches to financing of slum upgrading.
