This note presents a framework forthinking about public sector results based management (RBM)systems, with a particular focus on the issues line agenciesface in complying with mandates and directives from centralagencies on monitoring and evaluating performance. It alsoprovides five lessons learned from RBM systems of relevancefor countries pursuing results based management reforms.Taking a system's view of results based managementreveals a number of different approaches and techniques usedacross the public sector to improve results.
