【 摘 要 】

This paper briefly reviews the maintheories of state versus private ownership and empiricalevidence on the impact of privatization in developingcountries (including transition economies). The paper drawssome lessons for policy and offers some suggestions on howto assess privatization, at least in countries where thereis still scope for it. The paper suggests that althoughunderstanding of the efficiency gains of privatization hasincreased significantly in recent years, there is animportant area about which little is known: thedistributional effects of privatization. Whether arguingfrom the standpoint of welfare economics or politicaleconomy, distributional effects are critical to the outcome,or the perceived outcome, of privatization. Thus, there is aneed to fully evaluate the ex ante and ex post impacts ofprivatization, the most effective types of regulation andownership regimes, and the way in which losers, when thereare any, can be compensated. This is a need that must be metby academics and development agencies, including the WorldBank and regional development banks.
