Thanks to a corporatization processspanning two decades, Burkina Faso's national water andsanitation utility ranks among the few well-managed publicwater utilities in Sub-Saharan Africa. Key to its successhas been the government's unceasing commitment toreform, which included the successful implementation of aninnovative performance-based service contract with aninternational operator from 2001 to 2006. The experienceshows that it is possible to establish a well-performingpublic water utility in a poor developing country- as longas the governance framework ensures the autonomy andaccountability of the service provider and the governmentsupports the sector's long-term financial viabilitythrough an appropriate tariff and investment policy.
