【 摘 要 】
A study of distortions to agriculturalincentives in 18 developing countries during 1960-84, byKrueger, Schiff and Valdes (1988; 1991), found that policiesin most of those developing countries were directly orindirectly harming their farmers. Since the mid-1980s therehas been a substantial amount of policy reform and openingup of many developing countries, and indicators of thatprogress have been made available recently by a new studythat has compiled estimates for a much larger sample ofdeveloping countries and for as many years as possible since1955. The new study also covers Europe s transitioneconomies and comparable estimates for high-incomecountries, thereby covering more than 90 percent of worldagricultural output and employment. This paper summarizesthe methodology used in the new study (pointing outsimilarities and differences with those used by the OECD andby Krueger, Schiff and Valdes), compares a synopsis of theindicators from Krueger, Schiff and Valdes and the new studyfor the period to 1984, summarizes the changing extent ofprice distortions across countries and commodities globallysince then, and concludes by evaluating the degree ofdistortion reduction over the years since 1984 compared withhow much still remains, according to the results of a globaleconomy wide model.
