【 摘 要 】
This paper examines the effectiveness ofa variety of policy interventions that have been tried indeveloping and transition economies with the goal ofimproving women's employability and quality of work.The programs include active labor market programs, educationand training programs, programs that facilitate work (suchas childcare subsidies, parental leave programs and landtitling programs), microfinance programs, entrepreneurshipand leadership programs, and conditional cash transferprograms. Some of these policy interventions were undertakento increase employment, some to increase female employment,and some for other reasons. All of these programs have beensubjected to impact evaluations of different kinds and somealso to rigorous cost-benefit analyses. Many were found tobe effective in increasing women's quantity of work asmeasured by increased rates of labor market participationand number of hours worked. In some cases, the programs alsoincreased women's quality of work, for example, byincreasing the capacity for women to work in the formalrather than the informal sector where wages are higher andwhere women are more likely to have access to health,retirement, and other benefits.
