The 2012 Doing Business (DB) Reportlauds Morocco as the country that has achieved the biggestimprovement in its ranking in 2011. The acknowledgment ofthe country's performance reflects a spectacular 21place jump in its overall rank to 94, underpinningimprovements and advances in four out of the 10 categoriesin the doing business index the success of the ComiteNational de l'Environnement des Affaires (CNEA) inimplementing reforms over the last three years is likely tobreed more success. The new government, formed in November2011, declared renewed commitment to the CNEA, which is nowrecognized by various stakeholders as the legitimate focalpoint for business environment reforms. This achievement isexpected to attract more support by the World Bank and otherdonors in the years ahead. There are still importantchallenges to the task of establishing a truly predictableand modern business environment in Morocco as indicated byits relative DB ranking, both globally and within the MENAregion. Among these challenges is a need to further updateand simplify laws on competition, concessions, thecommercial code, collateral and bankruptcy and publicprocurement and to strengthen the capacity of variousagencies for implementation. These reforms often take a longtime as they extend over overlapping jurisdictions and agencies.
