【 摘 要 】
This paper provides the key elements todevelop an integrated approach for measuring and monitoringcity performance globally. The paper reviews the role ofcities and why indicators are important. Then it discussespast approaches to city indicators and the systems developedto date, including the World Bank's initiatives. Afteridentifying the strengths and weaknesses of pastexperiences, it discusses the characteristics of optimalindicators. The paper concludes with a proposed plan todevelop standardized indicators that emphasize theimportance of indicators that are measurable, replicable,potentially predictive, and most important, consistent andcomparable over time and across cities. As an innovativecharacteristic, the paper includes subjective measures incity indicators, such as well-being, happy citizens, and trust.
