【 摘 要 】

The Serbian Government plans to reformits provider payment system for health care by settingincentives for providers to improve the quality andefficiency of care. Funds for health care are currentlyallocated on the basis of the number of staff and beds athealth facilities. This encourages health care providers touse more staff and beds to define their budgets but does notreward improvements in productivity, quality of care orhealth outcomes.
