【 摘 要 】

This paper explains how climate changemay increase future migration, and which risks areassociated with such migration. It also examines how some ofthis migration may enhance the capacity of communities toadapt to climate change. Climate change is likely to resultin some increase above baseline rates of migration in thenext 40 years. Most of this migration will occur withindeveloping countries. There is little reason to think thatsuch migration will increase the risk of violent conflict.Not all movements in response to climate change will havenegative outcomes for the people that move, or the placesthey come from and go to. Migration, a proven developmentstrategy, can increase the capacity of communities to adaptto climate change. The fewer choices people have aboutmoving, however, the less likely it is that the outcomes ofthat movement will be positive. Involuntary resettlementshould be a last resort. Many of the most dire risks arisingfrom climate-motivated migration can be avoided throughcareful policy. Policy responses to minimize the risksassociated with migration in response to climate change, andto maximize migration s contribution to adaptive capacityinclude: ensuring that migrants have the same rights andopportunities as host communities; reducing the costs ofmoving money and people between areas of origin anddestination; facilitating mutual understanding amongmigrants and host communities; clarifying property rightswhere they are contested; ensuring that efforts to assistmigrants include host communities; and strengtheningregional and international emergency response systems.
