In order to address the impact of theWenchuan earthquake, which occurred on 12 May 2008 andregistered 8.0 on the Richter scale, the Government of Chinawill implement an effective, comprehensive, and sustainablerecovery program. At the same time, it is important that thegovernment consider how the recovery process can contributeto disaster risk reduction (DRR), the objective being tomake communities and assets significantly more resilient tothe impact of future disasters. A primary aim of recoverymanagement is to use the opportunity to build or strengthenresilience in society that is, its citizens, livelihoods,buildings, critical facilities, government administration,and the natural environment. To establish an effective DRRframework, key institutional actors and stakeholders need towork together and be aware of their respective roles andresponsibilities. These include the national, provincial,and local government levels, the relevant governmentministries and agencies, and local communities. An effectivedisaster management system covers the following fiveaspects: (i) risk identification; (ii) emergencypreparedness; (iii) institutional capacity building; (iv)risk mitigation; and (v) catastrophe risk financing.
