【 摘 要 】

Health care payment reforms undertakenand studied during the past two decades were triggered byproblems associated with cost escalation andover-utilization of costlier and cost-ineffective curativeservices. However, public health services faced differentproblems-insufficient financing and underutilization. If thefundamental problems of medical care are different fromthose of public health services, can the systems forfinancing and paying for medical care also apply to publichealth services?
