【 摘 要 】

The political events reshaping theMiddle East and North Africa (MENA) region underlines thatthe key to political stability and renewed growth is goingto depend on enabling more inclusive political and economicpaths. Exports and especially non-oil exports will play akey role in developing the robust and inclusive growth modelthat the region needs to secure its future. Exports ofnon-oil goods and services play a much smaller role in MENAthan in other regions. In 2008, MENA's share of exportsof non-oil goods and services in Gross Domestic Product(GDP) was just 16 percent compared to 44 percent in EastAsia and 22 percent in South Asia, and lower even comparedto the shares of Latin America and The Caribbean (LAC) andSub-Saharan Africa (SSA). These statistics are notsurprising since about two thirds of the countries in MENAare net oil exporters, but the imperative to addressemployment challenges in MENA calls for a special focus onthe state of nonoil exports.
