In recent years, a growing emphasis hasbeen put on results measurement and also on using hard datato evaluate and steer policy. Given the significant effortsin many countries to simplify business entry, this has ledto an interest in using data from business registries tocompare the number of businesses and the dynamics ofentrepreneurship across countries. Significant differencesbetween the officially reported figures on entrepreneurship(which get reflected in international indices) and the realsituation mean that the design of reform interventions andsolutions can be seriously misguided. The government as wellas the donor community, and not least International FinanceCorporation (IFC), need to take this into account whendesigning programs aimed at fostering private sectordevelopment. The World Bank Group Entrepreneurship Database(WBG ED), a joint effort led by the IFC Small and MediumEnterprise (SME) Department and the World Bank DevelopmentResearch Group, is known as the most comprehensive dataseton cross-country firm entry data available today. Itincludes cross-country, time-series data on the number oftotal and newly registered businesses and was collecteddirectly from the registrars of companies viaquestionnaires. On the other hand, the IFC Ukraine businessenabling environment project has for several years beencollecting data on the number of registered and activecompanies in order to structure the sample for businessenvironment surveys and to provide basic data on theevolution of entrepreneurship in the country.
