【 摘 要 】

Over the past 10 years the government ofUganda has endeavored to increase latrine coverage andpromote hygiene with a view to improving health outcomes. In1997, in the Kampala declaration for sanitation, leadersfrom all of Uganda's districts pledged to improvesanitation. Then in 2001, three ministries, the Ministry ofWater, Lands, and Environment; the Ministry of Education andSports; and the Ministry of Health, signed a memorandum ofunderstanding to clarify institutional responsibilities withrespect to sanitation and hygiene and to improveimplementation at the district and local levels. The threeministries agreed to put in place institutional arrangementsto prioritize resources for excreta-related sanitation andhygiene programs. Although the main focus of this report ison excreta-related sanitation and hygiene, the 2006 jointsector review for water and sanitation also requestedclarification of existing mandates for two specific aspectsof environmental sanitation, namely solid waste managementand drainage and asked whether these two issues should beincluded in the memorandum. Accordingly, this report alsoexplores the institutional issues linked with municipalsolid waste management and urban drainage. Because oflimitations of time and scope, it examines these particularissues only in Kampala.
