【 摘 要 】
This paper investigates the role ofservices in the household response to trade reforms inVietnam. The relative response of the households and incomegrowth after a major trade liberalization in rice areanalyzed aiming to answer the following questions: What typeof households, in which locations, having access to whattype of services, benefited more from the reforms? Itfocuses on services that have an impact on transaction costs(roads or quality of roads, public transportation, access tocredit, extension services, and availability of markets incommunication services) because transaction costs are oftencited as a barrier to rural households in responding to theprice changes and increased incentives offered by trade andother policy reforms. The results suggest that availabilityof production related services contributes positively to theimpact of trade reforms. Although most of the servicevariables have a positive and significant effect on growthin income, some that are expected to have an impact are notsignificant. This may be explained by the exceptionalcoverage of infrastructure services in Vietnam even beforethe reforms. When service availability is very similaracross different localities, household characteristicsbecome more important in determining the response.
