This note outlines the progress achievedby the Western Cape Provincial Government to attainformalization of the minibus taxi industry envisaged interms of the National Taxi Task Team (NTTT) recommendationsreleased in September 1996. The Western Cape departed fromthe other eight Provinces of South Africa by deciding tocommit key elements of the NTTT recommendations tolegislation in the Western Cape Road Transportation ActAmendment Law. This action was prompted by the determinationof the Provincial Minister of Transport to arrest theviolent situation that had characterized the Minibus TaxiIndustry up to then. The formation of a Provincial TaxiWorking Group (PTWG) backed by this legislation has been aneffective means to advance the formalization process in theWestern Cape Province. This initiative is currently at itsmost active, and will continue through the remainder of 1998and into 1999, until the minibus taxi industry has beenfully regulated. Training and economic restructuringmeasures are also being provided according to the NTTT recommendations.
