The Final Project Report is the resultof a study commissioned by the World Bank in 2001 to examinebest practice harm reduction for HIV prevention amonginjecting drug users (IDUs) in community and prison settingsin the Russian Federation. The report is based on 26 surveyscompleted by needle and syringe exchange projects (NSEPs) inthe Russian Federation, interviews with NSEP staff and keyinformants, and other research. Main strengths of programswere considered to be: support from local authorities andinstitutions; caring attitude and pragmatic approach ofNSEPs; international technical support and funding and peereducation.Weaknesses cited included: insufficient funds tomeet needs; low reach; management problems; patchy qualityof services. The project finds that there needs to beeducational materials tailored to the needs of staff andprisoners, provision of peer education programs, and linkagebetween prisons and community programs. This papersummarizes results of the research and providesrecommendations for best practice for harm reduction.
