【 摘 要 】

The North West Frontier Province (NWFP)is the third largest province of Pakistan. The developingcountries and bilateral and multilateral donors having aconcern for increasing the effectiveness, efficiency andtransparency of procurement systems, under the auspices ofthe joint World Bank and OECD Development AssistanceCommittee (DAC) Procurement Round Table initiative, workedtogether to develop a set of tools and standards thatprovide guidance for improvements in procurement systems andthe results they produce. Among these tools are included:(i) Benchmarking for the assessment of the structure of thepublic procurement systems; and (ii) Monitoring andEvaluation of the public procurement systems. With regard tothe first deliverable a tool comprising a set of baselineindicators for the assessment of a country system has beendeveloped. This tool comprising four pillars explainedthrough twelve (12) indicators.
