【 摘 要 】
Despite strong economic growth,investment in basic urban infrastructure -- water supply,wastewater removal and treatment, roads, and othercapital-intensive systems -- has failed to keep pace withurban growth, leaving a critical urban infrastructuredeficit. At the same time, urban lands in these manydeveloping countries are among the most expensive in theworld. Much of this land is owned by public authorities.Significant parts of it lie vacant, unused for publicservice provision or inappropriate for conversion tohigher-valued economic activity. A composite public-sectorbalance sheet for India's urban areas would show anasset mix strong on public-sector landholdings but weak oninfrastructure. This raises the following questions: Cansome excess public-sector land be exchanged forinfrastructure, in a manner that is politically acceptableand economically efficient? Can public land sales be arealistic source of finance for critically needed urbaninfrastructure investment? This paper considers the policycontext that has shaped different land-disposal andearmarking initiatives, provides details about the actualworkings of institutions, and examines internationalexperience in infrastructure investment. This studycontributes to the consultative process underway in India toconsider strategies to unlock public land values to helpfinance urban infrastructure investment.
