Attention to process is key to capacityenhancement. The Brazilian state of Ceará, with theassistance of the World Bank, applied the acceleratingresults together (ART) methodology to develop and implementpoverty reduction plans using cross-functional andcross-organizational teams. In this case, three teamsjointly led by state secretaries and Bank leaders focused onreducing infant mortality rates, improving primaryeducation, and maximizing income opportunities for the poor.Participants credited results to the focus on process, whichmerged learning with work. Other important elements werestakeholder involvement, government ownership, high-levelleadership, and locally supported Bank participation.
