This note explores how acommunity-driven approach has successfully made inroads inSierra Leone, a country racked by internal violence andwithout a tradition of widespread civic participation. Bymobilizing village members to work together to rebuildphysical infrastructure destroyed by the war, the WorldBank's National Social Action Project is alsorebuilding trust and collective action amongst a dividedpopulation. In particular, the project targeted areas notpreviously serviced by Government, 'newly accessibleareas,' (those which were under rebel control until theend of the war in 2002); as well as the most vulnerablepopulation groups within those areas.
