【 摘 要 】
In the transition to a market economy,the Russian workforce underwent a wrenching period ofchange, with excess supply of some industrial skillscoexisting with reports of skills shortages by manyenterprises. This paper uses data from the RussiaCompetitiveness and Investment Climate Survey and relatedlocal research to gain insight into the changing supply anddemand for skills over time, and the potential reasons forreported staffing problems and skills shortages, includinglabor turnover, compensation policies, and the inhibitingeffects of labor regulations. It discusses in-servicetraining as an enterprise strategy for meeting staffing andskills needs, and presents evidence on the distribution,intensity, and determinants of in-service training inRussia. It investigates the productivity and wage outcomesof in-service training, and the supportive role of trainingin firms' research and development and innovativeactivities. A final section concludes with some policyimplications of the findings.
