【 摘 要 】
Cross-border trade in services isgrowing rapidly, with both industrial and developingcountries among the most dynamic exporters. Despite thesubstantial global benefits from such trade, the adjustmentpressures created in importing countries could provoke aprotectionist backlash-some signs of which are alreadyvisible in procurement and regulatory restrictions. Thecurrent negotiations under the Doha Development Agenda offeran opportunity to lock in current openness and preemptprotectionism. This paper describes how a bold initiativeunder the General Agreement on Trade in Services can helpsecure openness.
