【 摘 要 】

The international development communityhas been grappling with the challenges of implementingdevelopment programs and, consequently, with the design ofpractical approaches to attaining program objectives. Thispaper contributes to the emerging discussion on addressingthe implementation capacity gap in developing countries. Itpresents the post-conflict experience of Burundi in buildingthe capacity of its public sector to deliver basic servicesand demonstrates a practical approach to implementing whathas been called problem-driven iterative adaptation. TheLeadership for Results approach shows that a results-focusedprocess of learning through disciplined experimentationenables local officials and stakeholders to more willinglylearn and adopt new ways of doing things. This approach canbe structured to address the time inconsistency between adevelopment program and political or electoral concerns,both of which are critical to overcome implementation challenges.
