【 摘 要 】

This report analyzes land issues in SriLanka, which cannot be seen in isolation from the ethnic andpolitical conflict and, at the same time, even though landconflict is often linked with the ethnic conflict in SriLanka, a large number of land conflicts in the North andEast can be resolved prior to a full and national politicalsolution to the ethnic situation. This report analyzesconstraints and opportunities for an effective governanceframework for land access and land tenure security in theconflict-affected areas of Sri Lanka, develops acomprehensive typology of land-related conflicts to informpolicy dialogue and to identify types of conflict that maybe resolvable in the current situation and to distinguishthem from those which are not, identifies policy criteria tofurther ensure a conflict-sensitive approach in apost-conflict and post-tsunami context whereby regional,religious and ethnic balances in the allocation and/orrestitution of land and property rights are to be addressed.The report synthesizes existing studies, mainly qualitativeassessments of limited scope and outreach, but a morein-depth quantitative assessment may be conducted later on,when the political situation is conducive to do so.
