【 摘 要 】

Putting responsibility in the hands offarmers to determine agricultural extension programs canmake services more responsive to local conditions, moreaccountable, more effective, and more sustainable. Torealize these benefits, the role of the public sector has tobe redefined to permit multiple approaches which account foruser diversity, and to develop partnerships with farmerorganizations, nongovernmental organizations, and theprivate sector for service delivery.
