The objectives of the Uruguay NonlendingTechnical Assistance Project (UY NLTA) were to: (i) evaluatethe impact of providing a safety net program's(PANES's) social emergency programs; (ii) inform adialogue about the future role of social programs and ofMIDES as a lead authority responsible for the coordinationand oversight of social policy in Uruguay; and (iii)strengthen Ministry of Social Development's(MIDES's) capacity to assess, monitor, and evaluatesocial policy in Uruguay, with considerable weight given toparticipatory approaches to monitoring and evaluation.Expected outcomes of the project included: (a) increasedefficiency in the implementation of Uruguay's socialprograms through the consolidation of existing and disperseddatabases and the strengthening of MIDES's Monitoringand Evaluation (M&E) system; (b) increased transparencyand strengthened accountability in selected departmentsthrough the piloting of a participatory monitoring andevaluation (PM&E) approach; (c) stronger engagement ofcivil society in public sector reform in Uruguay; and (d)informed decisions about the future of social programs underthe Plan Nacional de Equidad, and the role of MIDES, on thebasis of the evaluations of PANES. The rest of this reportis organized as follows: section two presents thePSIA's main contribution by laying out the main resultsdescribed in the technical note. Section three presents theTechnical Assistance (TA) contribution and is divided intothree subsections. Subsection one looks at the contributionsto strengthen the capacity within MIDES to conduct impactanalyses; subsection two analyzes activities in the TA aimedat making the M&E system operational; and subsectionthree describes the International Workshop on M&E.Section four describes the risks and main problems facedduring the implementation of phase two and includes lessonslearned, pending agenda, and next steps.
