【 摘 要 】
The international community is payingincreased attention to the 25 percent of the world'spopulation that lives in fragile and conflict affectedsettings, acknowledging that these settings representdaunting development challenges. To deliver better resultson the ground, it is necessary to improve the understandingof the impacts and effectiveness of developmentinterventions operating in contexts of conflict andfragility. This paper argues that it is both possible andimportant to carry out impact evaluations even in settingsof violent conflict, and it presents some examples from acollection of impact evaluations of conflict prevention andpeacebuilding interventions. The paper examines thepractices of impact evaluators in the peacebuilding sectorto see how they address evaluation design, data collection,and conflict analysis. Finally, it argues that suchevaluations are crucial for testing assumptions about howdevelopment interventions affect change -- the so-called"theory of change" -- which is important forunderstanding the results on the ground.
