This note presents the achievements insecond phase of the Programmatic Knowledge Services (PKS)for improving opportunities for education in Colombia and isthe final report of the PKS series. The objective of thisPKS was to provide evidence and related policy advice toenhance public sector capacity for improved education policymaking for the primary, secondary, and tertiary levels andwithin the Science, Technology and Innovation (STI) sector.The PKS was fully aligned with the country's NationalDevelopment Plan and with the Bank country partnershipstrategy. The PKS was a multi-year program, coveringFY12-FY14 and was implemented in two phases. This notepresents the actions undertaken under second phase (carriedout in FY13) and closes the PKS series. The FY14 strategyfor the Bank's education program will focus on newlending. Colombia's education sector does notadequately prepare people for a competitive, global labormarket. Learning gains, while significant, are not as rapidas needed to set Colombia on a greater path for innovationand growth. The Ministry of Education (MEN) has beenundertaking efforts to improve the quality of education atall levels and to expand coverage of secondary and tertiary education.
