【 摘 要 】

Developing countries are most exposed tothe impact of climate change and within these countries, thepoor face the brunt of the burden. Climate change is not adiscrete problem that can be dealt with through isolatedreforms: impacting economic growth, health, andinstitutional capacity, it represents a full-frontalchallenge to development. This note traces themulti-dimensional impacts of climate change, particularly onthe poor, and proposes a three pronged integrated responseto promote adaptation and help poor households cope withrelated risks.
