Poverty among Roma is closely linked tofour main factors: (i) regional economic conditions; (ii)the size and concentration of the Roma population in asettlement; (iii) the share of Roma in a settlement; and(iv) and the degree of geographic integration or segregationof the settlement and its proximity to a neighboring villageor town. The situation of Roma in more economicallydeveloped regions is generally more favorable. Withinregions, the level of poverty in a Roma settlement seems tobe closely connected to the level of ethnic integration andsegregation. Conditions in settlements which consist only ofRoma are significantly worse off than more integratedcommunities. The most segregated and geographically isolatedsettlements are the most economically and sociallydisadvantaged. In almost all of the completely segregatedsettlements formal unemployment was close to 100 percent.This report aims to address the gaps in information on Romain Slovakia by bringing together existing information on theliving conditions and welfare of Roma and documenting theconditions of Roma living in settlements. It draws fromquantitative data sources, including data on the labormarket from the Ministry of Family and Social Affairs. Inorder to provide a more comprehensive picture of Roma livingin settlements, a qualitative study of Roma was commissionedfor this report. The report is intended to improveunderstanding of the situation of Roma in Slovakia and tofacilitate the development of policies and programs toaddress their needs.
