This newsletter looks at Output-basedaid (OBA) as it pertains to the telecommunication sector ofUganda. Specifically, how to bring communication services tothe rural areas. The newsletter touches on how the structureand financing was set, how the bidding process was set up,subsidies, the outcomes of the bidding process, designissues, sustainability, and aid effectiveness. Conclusionson the use of OBA to promote private investment in thissector are also given.
