In this brief, Ellen Johnson-Sirleaf,President of the Republic of Liberia, shares lessons learnedfrom her experience in leading a post-conflict country. Sheemphasizes the importance of taking a broader view of thenational leadership system while building nationalleadership capacities and cautions against adopting a onesize fits all approach. Drawing from Liberia's recentturnaround, she identifies key capacities that need to bedeveloped. Fragile states pose a challenge for goodleadership-for renewal and reform. States in the grip ofpoverty with broken socioeconomic infrastructure and apolitical culture of impunity, require courageousleadership, one that is unafraid of risks and able tochallenge itself to be innovative and look toward thefuture.She points out that consciousness of ethics forcesthe setting of standards and requires leaders to lead bygood example, particularly when it comes to demonstratingand imparting honesty, tolerance, participatory democracy,work ethics, and understanding.
