【 摘 要 】

This note argues that a carbon taxsystem is more practical to implement, monitor and enforcethan tradable permit-based approaches to globalclimate-change action. It suggests that a sensible designwill be an upstream carbon tax on the fossil fuel supplychain, which can also include other major non-(carbonmonoxide) CO2 greenhouse gases (GHGs). While risks such asfiscal cushioning exist, a tax-based system will be moretransparent and offer the appropriate incentives forparticipation and compliance.
