The authors provide a conceptualframework for designing a comprehensive risk managementstrategy for rapid onset natural disasters at the countrylevel, with a particular emphasis on the role of catastropheloss funding. The authors discuss the key policy andtechnical issues involved in building financiallysustainable catastrophe risk transfer and funding programsin disaster prone countries and their links to riskmitigation. They also deal with the cognitive and politicaleconomy issues that are likely to arise and ways toaccommodate them.
