【 摘 要 】
Vietnam's Health Care Fund for thePoor (HCFP) uses government revenues to finance health carefor the poor, ethnic minorities living in selectedmountainous provinces designated as difficult, and allhouseholds living in communes officially designated ashighly disadvantaged. The program, which started in 2003,did not as of 2004 include all these groups, but those whowere included (about 15 percent of the population) weredisproportionately poor. Estimates of the program'simpact-obtained using single differences and propensityscore matching on a trimmed sample-suggest that HCFP hassubstantially increased service utilization, especiallyin-patient care, and has reduced the risk of catastrophicspending. It has not, however, reduced average out-of-pocketspending, and appears to have had negligible impacts onutilization among the poorest decile.
