【 摘 要 】
Market-oriented reforms ofinfrastructure in developing countries tend to focusprimarily on commercially viable services in urban areas.Nevertheless, an increasing number of countries arebeginning to experiment with extending the market paradigmto infrastructure services in rural areas that are oftenless attractive in commercial terms. In these cases,subsidies are used to close the gap between marketrequirements and development needs, and are increasinglydetermined and allocated on a competitive basis. The authorsdiscuss the conditions under which competition among firmsfor such subsidies-successfully used in thetelecommunications sector in a number of middle-incomecountries-could also be applied to electricity, water andsanitation, and transportation services in lower-income countries.
