【 摘 要 】
This part of the public sector payreform policy note represents a summary of main messages andfindings of the report. The report also provides the summaryof simulations for various policy scenarios; it is notimperative that quantitative parameters of policy actions(for example, base pay levels, etc.) should be exactly thesame as in the policy note, actual numbers may changedepending on available fiscal space by the time when finaldecision is taken vis-a-vis pay increase. Summary ofrecommendations is provided in annex two; by the time whenthe report was ready for publication, the Government alreadytook actions to address immediate objectives of the payreform agenda in public sector; it issued a decree toincrease pay levels for civil servants, education and healthsector workers as well as other social sector workers. Ingeneral, the decree was consistent with overall immediateobjectives of pay reform in public service. Public sectorwage reform is a key aspect of the reform agenda inTajikistan. The strong erosion of real wages, as aconsequence of the civil war and the collapse of the economyin the 1990s, and very limited employment opportunities inthe country combined with increasing opportunities for labormigration, as a consequence of growing economies inKazakhstan and Russia, have led to a large outflow ofqualified personnel in the public service. At the same time,these sectors are crucial to the achievement of MillenniumDevelopment Goals (MDGs) and for ensuring sustainablegrowth. The public sector continued to provide a quarter ofemployment (25 percent) over the last seven years. Jobcreation in the economy was very marginal. It is very likelythat the public sector will continue be one of the majoremployers in the local labor market in medium term.Thepolicy note focuses on civil service, education, health,social protection, science, culture, and sport, sectors witha very uneven reform background and different startingpoints. The policy note attaches special emphasis on stateof play in these sectors and explores options that couldencompass policy decisions of the authorities in a three- tofive-year timeframe.
