The aim of the Senegal Pilot FemaleLiteracy Project was to raise the literacy rates ofpopulations in Dakar and the more developed areas and, mostimportantly, to remote areas that cannot be reached viatraditional mass literacy campaigns. The pilot, begun in1995 and concluded in 2000, was designed to support theSenegalese government in strengthening efforts throughpartnership with other groups to raise national literacyrates, particularly for women, beyond the currently stagnantpre-pilot levels of approximately 40 percent. This was tooffset the failure of traditional mass literacy campaignsinstituted since the 1960s-programs which were only in theFrench language, not well-adapted to the local situation,and characterized by a lack of post-literacy readingmaterials. The broad development objectives of the pilotwere to (a) improve education sector goals by providingliteracy to both urban and rural populations, (b) raiseliteracy rates beyond current levels, especially for women,(c) to empower local women with the capacity to improvetheir standard of living through providing them withrelevant skills through education and (d) strengthen theenabling environment for primary school education.
