This operation provides a $300m line ofcredit (Financial Intermediary Loan) through Egypt'sSocial Fund for Development (SFD), the apex body for microand small enterprise finance, which would on-lend oncommercial terms to eligible Non Governmental Organizations(NGOs), potential microfinance institutions (MFIs), andbanks. The project objective is to increase micro andsmall enterprise credit sustainably and broaden the outreachof finance through innovative delivery mechanisms andfinancial products.It plans to contribute to a sustainableimprovement in inclusive access to finance for micro andsmall enterprises on a commercial basis. The Project went tothe Board in March 2010 and is planned to be completed atthe end of 2015. This note is based on the Project AppraisalDocument (PAD). The project is well underway as of the dateof this note but it is too early for any implementationlessons to be collected. Overall, lack of access to financehas been a major factor constraining the growth of micro andsmall enterprises (MSEs) in Egypt. Microenterprise lendingin Egypt is supported by a fragmented set of hundreds ofNGOs distinct from the mainstream financial sector. SFDfinances 390 NGOs that are on-lending to microenterprises,many of which are small in scale.
