【 摘 要 】
What policies encourage firms to becomeformal? The standard approach emphasizes reducing the costsof compliance with government regulation. This is unlikelyto be sufficient. Instead we need to understand complianceas a function not only of firm-level costs and benefits butalso in terms of the interaction between the firm and itscompetitors and between the firm and the state. This paperemphasizes the coordination and credibility issues involvedin promoting formalization and discusses possibleinstitutional solutions, among them business associationsthat make the benefits of membership dependent oncompliance, information sharing arrangements amonggovernment agencies and improvements in the quality ofpublic management.
