This short country report, a result oflarger Information for Development Program(infoDev)-supported survey of Information and CommunicationTechnologies (ICT) in education in Africa, provides ageneral overview of current activities and issues related toICT use in education in the country. ICT remains largelyundeveloped in the Democratic Republic of Congo (DRC). Thisis largely because the country is still unlinked to the SAT3underwater optical fiber cable and is thus forced to relyentirely on expensive and unstable satellite connectivity.The lack of a national policy for ICT development, and theapparent lack of concern for the subject among governmentofficials, is not helpful. However, largely through the workof non-governmental actors, and Law 012/2002, ICTapplications are slowly emerging. Greater support fromgovernment is needed to ensure that these initiatives areexpanded to improve the country's currently low levelsof school participation and to reduce the major digital gapswhich currently separate the north and south, urban andrural areas, and male and female populations in the DRC.
