【 摘 要 】

In April, 2008 the World Bank and theLocal Government Engineering Department (LGED) commenced astudy with the following objectives: (i) to assess fiduciaryand operational risks in LGED's management of projects, assets and other resources, and in the Local GovernmentDivision (LGD), Ministry Of Local Government, RuralDevelopment and Cooperatives' oversight function; (ii)to evaluate the efficacy of externalreview ofdecision-making by LGED and the LGD; and (iii) to identifyoptions for future monitoring of operational risks in LGEDand the LGD, and (iv) to prioritize options which arerealistic and available to effectively minimize the majoroperational risks identified. This report addresses the lastof these objectives. It is based on discussions in Dhaka14-20 March with senior LGED staff the Operational RiskAssessment (ORA) team leader, and follow-up work by LGEDstaff through March 30. The report identifies andcategorizes three different types of risks. The first typeincludes risks that LGED has the authority to take thenecessary actions to address, with support from developmentpartners and routine budgetary spending and staffingauthorizations needed from other agencies. The second typeincludes risks that can only be addressed by LGED inpartnership with one or more other organizations. In otherwords, it can initiate some parts, but will also need keypartners to make necessary decisions to carry out therecommended actions. Although initial work on these canbegin right away, successful implementation is expected totake longer than addressing the first type of risks. Thethird type includes risks that stem from the externalenvironment in which LGED operates. LGED cannot take anydirect action to address them. Yet, based on a fullunderstanding of the nature of the risk, LGED may be able totake indirect actions to mitigate the relevant operationaland fiduciary risks to LGED's operations andreputation. These are more complex than the first two types, and may take more time to address. Once finalized, thereport will be presented and discussed at the ORADissemination Workshop tentatively scheduled for July, 2009,with participants from Government, civil society, andinternational partner organizations.Following approval bythe Local Government Division, Ministry Of Local Government,Rural Development and Cooperatives, LGED will beginimplementing the risk mitigating measures according to theattached schedule.
