【 摘 要 】

Many developing countries subsidizepetroleum products. The doubling of world oil prices sinceJanuary 2004 has had very high fiscal costs for thesecountries, increasing public debt and squeezing othergovernment spending. The subsidies have also had unintendedresults. But phasing out subsidies is politicallychallenging. This paper reviews some successful strategiesfor removing or reducing subsidies while protecting thepoorest consumers.
