【 摘 要 】

Public works programs have been animportant safety net intervention in both developed anddeveloping countries for many years. By providing temporarylow-wage jobs to unskilled manual workers, income istransferred to poor households in a self-targeted mannerwhile achieving useful projects such as road constructionand maintenance, irrigation infrastructure, reforestation,and soil conservation.
