This article notes that at the end of2000, the government of Argentina (specifically theSubsecretar?a de Gesti?n P?blica, or the Sub-secretary ofPublic Management) initiated a program of statemodernization with the support of the World Bank.Thisoperation featured a key component around results basedmanagement systems, specifically the creation of a ProgramaCartas Compromiso, or Citizen Charter Program (CCP). The CCPseeks a new relationship between public service providersand users by promoting a higher degree of responsiveness andtransparency to ensure greater quality of services,increased information and better monitoring and evaluation.The Carta Compromiso is a public management tool where thehighest authority of a service-providing agency makes apublic commitment to citizens, laying out a number of goalsand results to be met within a given timeframe.
