The Urban Sector Rehabilitation Project(URSP) consisted of a large program of infrastructurerehabilitation works and institutional reform activitiescovering 8 project towns - Arusha, Iringa, Morogoro, Mbeya,Moshi, Mwanza, Tabora and Tanga. Additional investments inDodoma and Dar-essalaam were, in comparison, of limitedscope and complexity. The project with a Credit of US$ 141.3million equivalent was implemented by the government between1997 and 2004. The project objectives were sustainableeconomic development and urban poverty alleviation through:(i) rehabilitation of basic infrastructure and expansioninto high-priority, underserved areas; and (ii) improvementof urban local government management and financing capacityby (a) strengthening the financial, technical and overalloperations of the urban local authorities through trainingand technical assistance; and (b) encouraging private sectorand community involvement in urban services delivery andoperation and maintenance.
