【 摘 要 】
To utilize public resources efficiently,it is required to take full advantage of competition inpublic procurement auctions. Joint bidding practices are oneof the possible ways of facilitating auction competition. Intheory, there are pros and cons. It may enable firms to pooltheir financial and experiential resources and removebarriers to entry. On the other hand, it may reduce thedegree of competition and can be used as a cover forcollusive behavior. The paper empirically addresses whetherjoint bidding is pro- or anti-competitive in OfficialDevelopment Assistance procurement auctions forinfrastructure projects. It reveals the possible risk ofrelying too much on a foreign bidding coalition and maysuggest the necessity of overseeing it. The data reveal nostrong evidence that joint bidding practices are compatiblewith competition policy, except for a few cases. In roadprocurements, coalitional bidding involving both local andforeign firms has been found pro-competitive. In the waterand sewage sector, local joint bidding may be useful to drawout better offers from potential contractors. Joint biddingcomposed of only foreign companies is mostly considered anti-competitive.
